The application, the MSR MAP (Monitor to Assess Progress), is a single user tool installed into a reviewer's laptop or notepad. The first commercial version of the product was created in 1988 and marketed in 1989.DirectorsKenneth Osgood, MD, MPH: President, Director of Product DevelopmentDr. Osgood is a Principal and President of Medical Scientific Resources of Nevada, Inc., a health professional consulting firm whose clients include organizations providing health care management and services. He has more than 35 years experience as a private practicing physician and as a physician executive developing, managing and evaluating the impact of utilization review and quality improvement programs.Dr. Osgood, a Pediatrician and Infectious Disease specialist, received his medical degree from the University of Cincinnati and his masters degree in Health and Hospital Administration from the UCLA School of Public Health. He completed his internship, residency and National Institute of Health Infectious Disease fellowship at the Los Angeles County/University of Southern California Medical Center and his applied epidemiology and biostatistics training at the National Center for Disease Control in Atlanta, Georgia. From 1978 until his relocation to Nevada in early 1994, he was a Clinical Associate Professor of Pediatrics at the University of New Mexico, School of Medicine.He served in the Indian Health Service at Tuba City, Arizona, and was in private practice in northern New Mexico. During his time in private practice, he served as Chief of Staff at the local hospital and on the hospital Board of Trustees. In addition, he served as President of the County Medical Society, as a member of the Board of Directors of the New Mexico Medical Society and as President of the New Mexico Chapter of the American Academy of Pediatrics. He conducted office-based research and was a visiting lecturer at Massachusetts General Hospital, Harvard Division and at Columbia University Medical School, Roosevelt/Saint Lukes Division.In 1987, he began a full-time health systems consultant and administration career. He served as the Medical/Plan Director of EQUICOR and CIGNA, responsible for the New Mexico and west Texas markets and as the Medical Director of FHP, Nevada Region, United HealthCare of Nevada and NevadaCare. In addition, he served as the first Medical Director/Clinical Coordinator for the New Mexico Medical Review Association implementing the Centers for Medicare & Medicaid Services (CMS) Health Care Quality Improvement Initiative and as Medical Director responsible for the western region of SDMS, a national disease management firm.Dr. Osgood has provided expert testimony to Congress on issues of child health systems and finance; to the Centers for Medicare & Medicaid Services (CMS) on Medicaid regulations; to the New Mexico Senate Finance and Corporations Committees on health care issues and to the Nevada Legislature's Health Committee.Edward M. "Mickey" Duke, MUP: Director of Marketing and SalesMr. Duke's executive experience in the health care industry goes back more than 30 years, and includes CEO and senior executive responsibilities of a variety of health care organizations and agencies.After earning a Bachelor's degree in Social Science and a Master's degree in Planning and Administration, Mr. Duke served as Executive Director of a 12-county regional health planning agency in western Oregon, then directed a county medical society and worked as a public affairs consultant to the Oregon Medical Association.Subsequently, Mr. Duke held executive positions at large HMOs in California and Nevada including serving as Director of Medical Delivery Systems for Health Plan of America, where he supervised the utilization review program. He also served as the first Executive Director of Medical Affairs for Sierra Health Services, Inc., where he directed the firm's insurance company member services department, quality assurance programs, and provider contracting.In addition, Mr. Duke also served as Senior Director of Managed Care for the Western Division hospitals of Universal Health Services, Inc, an integrated national hospital corporation. His responsibilities included negotiating managed care contracts with west coast insurers, HMOs, PPOs, TPAs and related payer organizations.He is currently owner and President of E.M. Duke & Associates, LLC, a private consulting firm that specializes in revenue cycle and managed health care strategies for hospitals. Mr. Duke's clients range from the six-hospital Health Alliance of Greater Cincinnati (Ohio), to UCLAÕs Neuropsychiatric Hospital, to semi-rural community hospitals such as Boulder City Hospital and Desert View Regional Medical Center in Nevada. Other clients include a Chicago-based revenue cycle management company specializing in 'silent PPO' recoveries, as well as one of the largest Nevada based physician practice management consulting firms.Another of Mr. Duke's clients is the Oasis Health System, LLC, in Las Vegas, Nevada, where he currently serves as Chief Executive Officer. He is responsible for managed care contracting and strategy for an alliance of seven acute care hospitals, plus sub-acute and ancillary services providers. That alliance has operated a physician Management Services Organization, and has partnered with an IPA as a contracted "full risk" provider to PacifiCare of Nevada, managing the care of its 52,000 Nevada members.In 2000, Mr. Duke was one of four national recipients of the HFMA Managed Care Excellence award. A guest lecturer and adjunct faculty at several major universities, he recently completed a 3-year term on the national Healthcare Financial Management Association's (HFMA) Managed Care Forum Advisory Council. He served as 2005-06 President of the HFMA Nevada State Chapter and has been awarded the Follmer Bronze, Reeves Silver and Muncie Gold Merit Awards for Outstanding Service to HFMA.
